Very difficult and frustrating to work with. Subpar work, does not keep his promised time-line (our 3 week project took 14 weeks), threatens you with slapping liens on your property if you do not pay before the project is complete, argues with you if you question him, his work, or ask him to correct the subpar work. I could say that he leaves the yard a mess and looking like it is still under construction but it may not be fair because I was so tired of his BS that as soon (14 weeks later) as he got to a point in the project that I could finish it myself, I paid him and locked the gate.

Charles Dillard and his crew are a train wreck from start to finish.
He will come out to your house and talk a big game, but in actuality he will not ever deliver, even when you have a contract!
He never shows up to work when he says he is, he will destroy your yard because he does not know how to properly operate equipment and he is too cheap to hire anyone qualified to do it. His damage will also cause problems to your neighbor's yard and you will have to foot the bill for everything!
He will not properly fix your sprinkler system either once he destroys it.
He even destroyed our flower

My wife and I used Charles Dillard and Tropical Design to repair our pool, which had some cracks and needed renovation. The experience has been a nightmare. They were difficult to deal with throughout the process, demanding money before it was contractually due, and being generally sloppy with details. Worst of all, a few months after they finished the job, the same cracks they supposedly repaired were back -- along with a host of new related problems. I am unimpressed. We used Tropical Designs for our swimming pool repair. We got multiple bids and didn't plan on going with Charles, but he called my husband and really seemed to want the job. We paid over $11K to repair a crack in the pool, fix the hot tub, and install new flagstone. That was a fair price based on other bids we got for the amount of work involved. However, this job is less than 3 months old and the crack is still there. My husband has called Charles repeatedly. When he answers, he says he is going to come out and fix the problem, but he has consistently missed appointments
