The Procurement Enhancement Plan (PEP) requires the City to certify, identify inclusion opportunities, and establish procurement goals for Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women's Business Enterprises (WBEs), and Dayton Local Small Businesses (DLSBs).
