Carlyle Construction has been in the building business since 1985 and has been building fine homes in East Tennessee for almost three decades. Tim Carlyle founded Carlyle Construction in 1985 at the age of 23. His son Phillip Carlyle joined the company while still attending college in 2005. Phillip studies included Construction Engineering at East Tennessee State University.

Since 1985, Carlyle Construction has done all phases of construction in both Residential and Commercial Construction. Tim and Phillip are "hands on" contractors and are personally involved in all projects. Carlyle Construction specializes in Residential Homes, Apartment Construction and Rentals, Commercial Construction, Site Development and Rental Management.

Carlyle Construction has built over 1,100 custom and speculative homes and over 400 apartment residences, which they still own and manage. Carlyle Construction is one of Hamblen County, Tennessee's largest residential contractors, along with Carlyle Rentals being Hamblen County's largest rental company.
Services
There will be 1 Handicap Units in each of 8 buildings. Handicap units are 2 Bedrooms, 1 Bath and have cut-outs for a wheelchair in the kitchen at the sink and beside the stove. Cabinets and shelves are a little lower than normal. Bathroom has bars beside the toilet and tub has grab bars. All doorways are handicap accessible.

I went to the main office on a tuesday morning, filled out and turned in an application. They took 5 days to get back to me, not mentioning the fact that the apartment I had applied for had been rented out reguardless of first come first serve rules (which apparently they do not go by). One of the women who answers the phone continuously here is extremely rude and disrespectful, they could care less if you need a place or not because they told me that if i needed an answer as to whether or not i was approved, it was no because they "can't set the hours for the owner to be there". Place is not that great. The maintenance staff are pretty incompetent and put air filters in backwards (you have one job).
They also try to pin if pipes burst on the tenent by saying they will sue you for damages if pipes burst. AKA they misinstalled and did not insulated pipes properly and threaten tenants as it is their fault when they install these improperly.
Nontheless when you move out they try their best to keep your deposit no matter how well you clean. Make sure to take tons of before and after pictures since they also will try to pin prior defects on current tenants.

There is reasonable evidence to determine that the people who spray for bugs and change filters commit theft. One of my neighbors noticed that they were going in houses at different times of the day (which is against the lease agreement) and that day people noticed things missing from an apartment with no signs of break in. They pair are REQUIRED via contract to attend to their duties at the same time to maintain accountability (as per contract).
The company will of course deny this, and we will likely never have absolute proof of this until we catch them on camera, but if you decide to live here

The apartments are nice the service is not. Really disappointed with the way they treat their tenants.
The a.c. unit was broken at our apartment and we are forced to pay for their faulty equipment (over $800). They won't let you speak to anyone higher up either.

They kept 433 dollars of our deposit for literally no reason. We did the check out list and he said we might owe 100 or so then they end up keeping 4 times that. If you plan on living here make sure to get everything in writing and take thorough before and after pictures.
It’s understandable to keep a certain amount of deposit to repair for normal wear and tear but to keep nearly the entirely of it is ridiculous. Luckily for myself I kept pictures and a video of the rental post cleaning so even though it’s not worth to take a company to court over a petty few hundred dollars it is worth it

I love this place for many reasons. One of them is it is kid friendly. If you have a kid just send them out and let them ride their bike or something.
