The CK-COG is an organization of municipalities pooling resources to more efficiently administer services for residents of these municipalities, thus providing services that would not otherwise be economically practical. CK-COG provides a wide range of services. Our most used services are listed below.

CK-COG also provides services for street signage, health and safety inspections for Personal Care Homes and more. Zoning approvals and flood plain ordinance compliance are required before a building permit is issued. Each municipality may have different zoning and flood plain regulations that need to be met.

The Pennsylvania Uniform Construction Code, known as Act 45, Section 403.64 requires mandated inspections for all construction for which a permit is issued. Rental permits and inspections are required by municipalities.
Services
The Central Keystone Council of Governments is an organization of central Pennsylvania municipalities which have pooled resources to more efficiently manage the adoption of the Uniform Construction Code. Through this cooperative organization member communities will be able to deliver efficient, cost-effective inspection services to homeowners, businesses and the contractors and builders who are serving them.
In 1987, Code Administration was started with two municipalities (Lewisburg Boro & East Buffalo Twp) under the administration of the Union County Housing Authority (UCHA). At that time, one employee was hired and charged with the responsibilities of issuing permits and performing required inspections.
In November of 1999, then Governor Tom Ridge signed Act 45, the Pennsylvania Construction Code Act which established the Uniform Construction Code (UCC) throughout Pennsylvania. The UCC will provide uniform standards for new construction and renovations around the state.
The Pennsylvania Uniform Construction Code requires mandated inspections for all construction for which a permit is issued. Multiple inspections may be required for one project and will need to be scheduled by the permit holder at set times during the construction process. If no Zoning Officer is listed for your municipality, please contact the County Planning Department.
Every Commercial Building Permit Application requires three (3) identical sets of plans, each with a Pennsylvania registered architect or engineer's signature and seal. Prior to the issuance of a Building Permit to begin any Commercial/Industrial or Multi-Family Dwelling construction, the applicant must obtain all required pre-construction approvals from their local municipality.
