Blue Water Pools, based in Silicon Valley, in Mountain View, CA was founded in 1989 by owners Phil and Jesse Cook. We have always built distinctive swimming pools, spas and waterfeatures. We are Swimming Pool Builders, licensed by the California State License Board.
Owner Phil Cook, active in the industry today, is a Member of NSPI ( National Spa and Pool Industry Association ), and served as president of the IPSSA ( Independent Pool and Spa Service Association ).Phil personally supervises all projects. We are not just a sales office for pools. We perform all procedures in-house.
We have our own excavation, plumbing, steel, electrical and masonry crews on staff. We provide everything from design, permitting, building your pool, spa, waterfeature, and maintain your pool after it is built. We provide all scheduling and quality controls encompassing the entire project. We install decking in concrete, brick, flagstone and natural stones.

Phil and the team at Blue Water Pools are the ultimate experts when it comes to all things pool & spa and to a person the members of the team are phenomenal craftsmen. Blue Water Pools did a complete overhaul of our pool. This included replastering our pool with a pebble finish, adding new waterline tile, adding benches to the deep end, adding all new plumbing, all new lights, adding a new spillover spa, and upgrading all of our equipment including making the switch over to salt and adding automation. We couldn't be happier with the results and the work has provided a vast improvement to our backyard

Blue Water Pools did a great job on my project. Very open to my creative, often over-bearing input and ideas, generally on time and worked through the heinous permitting process with a surprising minimum of delays. Turned out beautifully- better than we envisioned-and I liked working with Phil. They were recommended by a couple of my friends who also had great experiences. Did exactly what we agreed upon And being a bit of an engineering geek, I had a pool builder friend who does very high end work in Los Angeles inspect the hydraulics and overall materials and workmanship; he said it was
