This 41-unit affordable housing condominium project is situated on an old mill site near the Blackstone River. The waterway used in mill operations runs under the building and is a feature of the patio area. Here residents and friends gather to relax and enjoy the views. A pergola, bridge and seating area enhance the serenity of the outdoor space.
Built in 1895 and designated as a National Historic Landmark in 1987, the Charles I.D. Looff Carousel is one of the finest surviving carousels in the United States.

In order to expand the use of the carousel property, the East Providence Carousel Commission on behalf of the City of East Providence retained the Design Team services of The Gifford Design Group and Diane C. Soule and Associates to develop a program to strategically implement the Carousel Commission's vision.Components of the Master Plan include a pavilion for weddings and birthday parties, a museum/gift shop, clam shack and trackless train.
The City of East Providence requested streetscape improvements for this busy, highly traveled corridor. The design team of DCSA and Pare Engineering worked with the City to provide a palette of hardscape and softscape features. While ultimately budget concerns prevented some of the design elements from being implemented, these illustrations impart the flavor for this high visibility streetscape.
The original building was renovated several years ago and the site was transformed into a sophisticated, functional layout. An entry roundabout provides easy access to adjacent parking and a large parking area in the back of the building. A rear plaza with seating and large landscape planters rounds out site amenities.
